You mean like reworking the SOV system to completely change how the most powerful organizations in the game used POS's to take and hold space, as well as make their alliance passive income?

Well, when it comes to private investors willing to develop an undeveloped area, money talks and morality walks.
Historically speaking, some of the largest property owns have been people whose money came from highly questionable sources.
